Title of bill
An act to amend the general municipal law, in relation to creating an exception to the competitive bidding process for certain purchases and contracts by political subdivisions, districts and local authorities
Purpose of bill
To permit any local authority to purchase goods or services off of competitively bid contracts entered into by a county, and to permit any political subdivision, district or local authority to make such purchases off of competitively bid contracts of other political subdivisions, districts or local authorities where the purchasing entity is located in the same county as the original contracting entity.
Summary of specific provisions
Section 1 amends the general municipal law to permit any local authority to purchase goods or services off of competitively bid contracts entered into by a county, and to permit any political subdivision, district or local authority to make such purchases off of competitively bid contracts of other political subdivisions, districts or local authorities where the purchasing entity is located in the same county as the original contracting entity.
Section 2 amends the general municipal law to define "local authority" as a public authority or public benefit corporation created by or existing under the public authorities law or any other law of the state of New York whose members do not hold a civil office of the state, are not appointed by the governor or are appointed by the governor specifically upon the recommendation of the local government or governments.
Section 3 provides that this act shall take effect immediately.
Justification
This legislation would improve efficiency within counties in relation to the purchase of goods and services for public benefit use by allowing any local authority to purchase goods or services off of existing, local, competitively bid contracts entered into by a county.
