Title of bill
An act to amend the public authorities law, in relation to authorizing and establishing compensation for members of the Genesee Valley Regional Market Authority
Purpose
This bill would provide a per meeting stipend for members of the Genesee Valley Regional Market Authority in order to attract and maintain quality representation on the board.
Summary of provisions
This bill amends subdivision 4 of section 878 of the public Authorities Law, creating the Genesee Valley Regional Market Authority, to provide that each member of the board shall receive one hundred fifty dollars for each board meeting attended.
Justification
The Genesee Valley Regional Market Authority was created pursuant to Chapter 420 of the Laws of 1951. The Authority was created to own and maintain adequate regional market facilities for the buying and selling of agriculture products and to conduct associated business activities. The Board is composed of members from each of the counties within the Authority's jurisdiction, including Monroe, Livingston, Ontario, Wayne, Genesee, Orleans, Steuben, Wyoming and Yates. All of the Board members are either farmers or represent farm-related activities. The members meet a minimum of four days per year and, due to the geographical spread of the Authority's jurisdiction, must often take a full day from their regular work schedules without direct compensation, other than travel mileage reimbursement. Several of these meetings take place during the planting and harvesting seasons, therefore creating an extreme hardship on these farmers. Because of this, the Authority has had more and more difficulty in attracting and maintaining qualified representatives. The reimbursement will provide an additional membership incentive so that the positive work of the Authority may continue. It should be noted that the Authority itself is one of the few authorities in the state that has repaid all of its bonds, owes no debt to the State of New York, and actually operates in the black. All reimbursement shall come from the Authority's funds and shall have no effect on state funds.
