Title of bill

An act to authorize certain individuals to take the competitive civil service examination and be placed on the eligible list for appointment as a full-time police officer for the village of Greene and the village of Oxford, county of Chenango

Summary of provisions

This legislation authorizes the State of New York to allow Ronald Martin, of the Village of Oxford in Chenango County, and Norman L. Shaffer, of the Village of Greene in Chenango County exemption from the age requirements of Civil Service Law Section 58.

Justification

The Civil Service Law requires that a full-time competitive police officer be no less than twenty years, and no more than thirty-five years of age. This limits the ability of small municipalities such as Green and Oxford to locate and hire the best full-time police officers available.

The Villages of Oxford and Greene currently have open full-time competitive police officer positions.

Ronald Martin (Oxford) and Norman L. Shaffer, Jr. (Greene) are police Academy graduates. Both men are currently serving as part-time police offices with their respective village departments and would qualify as top-tier candidates for the available positions, were they not above the age restrictions. Mr. Martin, 38 and Mr. Shaffer, 45 have proven themselves as exceptional police officers and are in great physical shape.

Both men have reputations that have earned them the full support of all the Village Boards along with the Chief of police in the Villages of Oxford and Greene, yet the villages are unable to allows these part-time officers positions with full-time status. It has therefore been requested by the two villages that this legislation be enacted upon by the State in order to afford them the opportunity to be exempt from the age requirements of Civil Service Law Section 58, to allow them to take the Civil Service Exam and enter the pool of qualified applicants for the open positions.
