Title of bill

An act to amend chapter 576 of the laws of 1975, relating to authorizing the commissioner of education to contract with certain schools for the purpose of expanding opportunities for residents of New York state to study medicine or dentistry, in relation to authorizing the commissioner of education to contract with the university of Padua, Padua, Italy, the Royal College of Surgeons, Dublin, Ireland, St. George's University school of medicine, Grenada and the Sophie Davis school of biomedical education, the city university of New York medical school for the purpose of expanding opportunities for residents of New York state to study medicine and dentistry

Purpose or general idea of bill

Seeks to open accessibility for academically qualified students who are bona fide residents of the State of New York to obtain reserved seats at minority institutions of higher learning.

Summary of specific provisions

1.) Authorizes the commissioner to contract on a similar basis with the University of Padua, the Royal College of Surgeons and St. George's University, School of Medicine in the first year for qualifying New York State residents. 2.) Every New York resident admitted under these contracts must agree to practice medicine or dentistry (as applicable) in the area designated by the commissioner as an area of physician shortage for a period of not less than 3 years after licensure as a physician in New York. 3.) The commissioner is authorized to pay the colleges and universities named the excess cost of instruction per student over the level of tuition and any aid paid directly to the school by a governing body on a per capita basis. 4.) For all intents and purposes, a degree received by New York students at the University of Padua, the Royal College of Surgeons and St. George's University, School of Medicine shall be deemed the equivalent of a degree awarded by a medical school chartered by the State of New York.

Effects of present law which this bill would alter

Amends chapter 576 of the laws of 1975 as amended by chapter 856 of the laws of 1980 and chapter 31 of the laws of 1995.

Justification

Currently in New York, there exists the paradoxical situation of students wanting to attend medical and dental schools but not being able to due to lack of seats and communities wanting to attract medical service but are unable to because of lack of qualified personnel. This is particularly true in minority communities. The addition of St. George's University School of Medicine to the original enabling legislation will provide the added incentive of being close to the United States.

Prior legislative history

Chapter 884 of the laws of 1976 provided for aid to the University of Tel Aviv on a contractual basis per each New York State resident enrolled from a minimum of twenty not to exceed forty places.

Effective date

This act shall take effect immediately.
