Sponsor's memo

Title of bill

An act to amend the tax law, in relation to establishing a personal income tax credit for persons residing near electric generating facilities

Purpose

This act would establish a $200 personal income tax credit for households residing within one mile of an electric generating facility.

Summary of provisions

Adds a new subsection (u) to Section 606 of the tax law.

Justification

New Yorkers who live in the close proximity to generating facilities bear a disproportionate burden for New York's energy policies. Aside from the health and public safety effects, these residents pay more due to increased medical visits for asthma and related respiratory ailments.

This legislation would provide a tax credit to compensate these residents for these added costs and burdens.
