BILL NUMBER:S4658B
Title of bill
An act to amend the education law, in relation to required training for newly elected members of boards of education
Summary of specific provisions
Section 1. Amends Subdivisions 1, 2 and 3 of section 2102-a of the education law to require every trustee or voting member of a board of education of a school district or cooperative educational service within the first year of his/her first term to complete a training course, in addition to training already required, to acquaint him or her with the powers, functions and duties of boards of education, as well as the powers and duties of other governing and administrative authorities affecting public education. The curriculum for this training shall be approved by the commissioner.
Section 2. This act shall take effect immediately.
Justification
School board members are an essential element in providing oversight and guidance to help maintain the effective and efficient administration of a school district. School board members who are versed in the powers, functions and duties of their position will be better able to provide effective oversight and help a district meet its educational objectives and protect the public interest.
Board members, though not required to take the training if they are in their second or subsequent terms, should be encouraged to take the training to refresh what they know, or to gain a better understanding of the powers, functions and duties of boards of education.
