Title of bill

An act to amend the environmental conservation law, in relation to enacting the "Great Swamp Protection Act"

Purpose or general idea of bill

This bill would add an article that would protect, preserve and properly manage the Great Swamp, a wetland ecosystem of over 6,000 acres in Dutchess and Putnam Counties.

Summary of specific provisions

This bill would amend the Environmental Conservation law to add a new article 58 to protect, preserve and properly manage the Great Swamp, a wetland ecosystem of over 6,000 acres in Dutchess and Putnam Counties, so as to encourage coordination of existing programs and studies affecting land and water resources in the area, and so as to protect the value of the existing public and private investment that has already been made to acquire land in the region.

Justification

The more than 6,000 acres of the Great Swamp are of critical importance to the state and should be protected in a comprehensive plan adopted by the state and individual local governments.

It is a contiguous wetland with one of the greatest concentrations of endangered, threatened and special concern species of plants and animals in the state.

This area also contains many other unique natural, agricultural, historical, cultural and recreational resources that are dependent upon maintenance of the hydrologic and ecologic integrity of this region.

It is important that a council be established made up of representatives of state and local governments as well as private citizens to prepare a comprehensive management plan and make recommendations to preserve, protect and enhance the natural, recreational, economic and educational values of this region. It is also important that a commission be established that would prepare, oversee and participate in the implementation of a comprehensive land use plan so that development can be guided in a manner suitable to the needs for preservation of the core preservation area and compatible growth and development in the compatible growth area.

This bill would accomplish these goals.
