Title of bill

An act to amend the general municipal law, in relation to the creation of the sustainable energy loan program to assist homeowners in the installation of distributed generation renewable energy sources or energy efficiency improvements

Purpose

To create a sustainable energy loan program to incentivize the installation of distributed generation systems.

Summary of provisions

This legislation amends the general municipal law by adding a new article, 17-A.

Justification

In his annual State of the State address, Governor Paterson outlined his aggressive plan to meet 45% of New York State's electricity needs through clean renewable energy and improved energy efficiency by 2015. Incentivizing distributed energy positions the state to move toward achieving this bold and crucial goal. Many of the available renewable energy technologies are costly endeavors that property owners of the state cannot afford to make. This legislation will lower energy costs, reduce greenhouse emissions and make energy efficiency improvements more affordable by offering a sustainable energy loan program to assist homeowners in the installation of distributed generation renewable energy sources or energy efficiency improvements through loans offered by the municipality to be repaid over a period of time through an annual tax on the property.
