Title of bill
An act to amend the education law, in relation to providing for the enhancement of the quality of teaching in the public schools in New York city
Purpose or general idea of bill
To address the looming shortage of qualified teachers willing to work in urban schools.
Summary of specific provisions
This legislation adds to the education law a new section, 6283, which establishes the City University of New York Center for Excellence in Urban Education. The Center for Excellence shall be located at a City University of New York college accredited by the national council for accreditation of teacher education and shall:
* Work to develop programs that address the particular needs of urban education,
* Partner with urban school districts to ensure high quality clinical experience for pre-service teachers,
* Implement programs to encourage children to become teachers,
* Increase the number of minority candidates in teacher preparation programs, and
* Link teacher education students to jobs in urban locations facing critical teacher shortages.
This legislation also amends Section 605 of the education law by adding a new subdivision 13. This amendment will establish a Regents Teacher loan forgiveness program for graduates who go on to teach in a public school facing a teacher shortage.
Justification
The city of New York is facing an education crisis due in part to a shortage of high quality teachers in the city's public schools. This legislation acts to alleviate this crisis by improving teacher education programs at CUNY colleges and providing incentives for quality teachers to work in understaffed districts.
