Title of bill
An act to amend the railroad law, in relation to requiring presence of conductors on all railroad passenger trains operated by the Staten Island railroad
Purpose
To require the presence of conductors on all passenger railroad trains operated by the Staten Island railroad.
Summary of provisions
This legislation amends the Railroad Law by adding a new §63-a to provide for a conductor on every passenger train of the Staten Island Railroad.
Justification
The MTA has experimented with removing conductors from trains on the Staten Island Railway, and has removed the only charging apparatus for passengers between stops, except at the terminus. This was done as a cost saving measure. The result has diminished the quality of the ride for all passengers of the Staten Island Railway. Without the conductor roaming the train cars, the public has lost confidence in the safety and comfort of the Railway. While there may be a budgetary savings by the removal of the conductors, the price paid is not worth the cost. The trains on the NYC Transit System have conductors on them to monitor the train and operate the doors. The Metro North and Long Island Railroad systems use conductors to collect the fares and monitor the passengers. The success of the operation of those trains demonstrates that the Staten Island system should be modeled on those railroads, not the reverse. This bill would require the restoration of conductors on all passenger trains operated in the City of New York.
