Title of bill

CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY proposing an amendment to section 18 of article 7 of the constitution, in relation to providing for payment of a bonus to members of the armed forces from this state for service during the period of the Korean, Vietnam or Persian Gulf hostilities

Purpose

This legislation provides for payment of a bonus to members of the armed forces from this state for service during the period of hostilities in Korea, Vietnam or the Persian Gulf.

Summary of provisions

Section 1 of this bill amends section 18 of article 7 of the constitution. It creates a sub-section (b), which authorizes the creation of debt or debts to provide for the payment of a bonus to each person who served in the aimed forces during the periods of the Korean, Vietnam or Persian Gulf hostilities. Qualified individuals must have been a resident of this state for at least six months prior to their enlistment, induction or call to active duty, If the individual died while on active duty, then the bonus would be paid to the next of kin. The maximum amount to be paid to any member with over- seas service shall be $400 and the maximum amount to be paid for state- side service shall be 5300. Subsection (c) provides that the aggregate debt of this section shall not exceed six hundred million dollars, a change from the previous four hundred million dollars. Section 2 of this bill stipulates that this amendment shall be referred to the first regular legislative session convening after the next succeeding general election of members of the Legislature and be published for 3 months previous to the time of such election.

Justification

Section 18 of article 7 of the constitution already provides for the payment of a wartime bonus for the veterans who served in World War II It also provides that the payment be passed along to the veteran's next of kin if the veteran died while on active duty. This legislation simply extends that same recognition to those brave men and women who honorably served in defense of our country during the Korean, Vietnam and Persian Gulf conflicts. Like the World War II veterans' bonus, the payment is passed along to the next of kin in the event that the serviceman or servicewoman died while on active duty.
