Title of bill

An act to amend the energy law, in relation to state lighting efficiency standards for existing public buildings

Purpose or general idea of bill

This bill adds elimination of wasteful artificial night lighting to the state lighting efficiency standards.

Summary of specific provisions

Section 1 amends Section 8-101 of the energy law to add the elimination of wasteful artificial night lighting to the state lighting efficiency standards.

Justification

Even when methods of generating power for residential, commercial, and municipal lighting are as efficient as possible, the emissions resulting from burning fossil fuels are a significant threat to public health. The contaminants in these emissions are killing our lakes, tainting our air and drinking water and contributing to global warming. In addition, the state and nation face a crisis in the cost and distribution of electricity because increases in demand are outpacing supply. At the same time, it is estimated that poorly designed and inefficient outdoor night lighting wastes between $3.5 and $4 billion annually. This legislation requires the inclusion of ways of eliminating wasteful lighting in the state lighting efficiency standards and will therefore help the state reduce energy consumption and the pollution resulting from its unnecessary use.
