Title of bill

An act to amend the environmental conservation law, in relation to establishing beverage container recycling assistance grants

Purpose or general idea of bill

To provide funding to assist with recycling duties under the returnable container act.

Summary of specific provisions

Creates a new section 27-1016 of the Environmental Conservation Law which would authorize the use of funding from the Environmental Protection Fund (EPF) for grants to municipalities and not-for-profit organizations to support costs associated with container recycling equipment and/or the acquisition or rehabilitation of real property or structures related to the collecting, sorting, and packaging of empty containers. This 'funding would be available upon expansion of the bottle bill and EPF as provided under Assembly bill A.2517.

Justification

Since grocery stores and supermarkets are required by law to store and handle all recyclable bottles, storage rooms where food is kept are used to hold these items. In many cases this leads to unsanitary conditions. This fund will lighten the load placed on these businesses by providing financial assistance for the handling of the collected recyclable items in a timely fashion.
