Title of bill
An act to amend the civil service law, the private housing finance law and the public authorities law, in relation to public employee housing and promulgating rules and regulations for programs administered where state appropriations are received
Purpose
To assist public employees in securing affordable housing in New York State.
Summary of provisions
Section 1 of the bill authorizes the creation of public employee homeownership assistance funds if such programs are collectively bargained with employers.
Sections 2 through 5 empower the Housing Finance Agency (HFA), Housing Trust Fund Corporation (HTFC), Affordable Housing Corporation (AHC), and State of New York Mortgage Agency (SONYMA), to promulgate rules and regulations providing public employees with a preference in programs they administer for which state appropriations are received.
Section 6 sets forth the effective date.
Justification
In order for government, both state and local, to attract and retain a skilled and reliable workforce, its employees must be able to find affordable housing in the communities they serve each day. By authorizing the creation of homeownership assistance funds, the foundation would be put in place for governments to explore options through collective bargaining that will help ensure access to quality housing for public employees. In addition, by directing state funded housing and homeownership programs to create a public employee preference, the state will help ensure that public employees have fair access to these programs; in some cases, the very programs they administer.
