Title of bill

An act to amend chapter 654 of the laws of 1927 relating to joint water works systems, in relation to the composition of and compensation paid to the board of trustees

Summary of provisions

Section 1 amends Subdivision 2 of Section 3 of chapter 654 of the laws of 1927, increasing the number of trustees from one per municipality, to three, composed of a municipality's chief executive officer and two community members.

Section 2 amends Subdivision 7 of Section 3 of chapter 654 of the laws of 1927, to increase the limit for trustee compensation from up to $10 per meeting to $100 per meeting

Justification

In the case of a board of trustees made up of solely the chief executive of a municipality, a two municipality board, such as seen with the villages of Sandy Creek and Lacona in Oswego County, if there is a disagreement it creates a deadlock. By including two additional members of each municipality, it makes the process more transparent with two community members and reduces the likelihood of a voting deadlock.
