Title of bill

An act to amend the real property tax law, in relation to exemptions provided for utilizing local labor sources in Orange county

Purpose

This bill conditions the receipt of certain real property tax exemptions on the use of local labor sources for construction, alteration, installation or improvement.

Summary of provisions

Subdivision 7 of section 485-b of the Real Property Tax Law, as amended by chapter 305 of the laws of 1994, is amended.

Justification

As a matter of public policy, counties, cities, towns, villages and non-city school districts are permitted to offer real property tax incentives for the construction, alteration or improvement of eligible commercial property. However, these entities are not currently authorized to condition the receipt of that exemption upon the use of a local labor source in Orange County. This legislation provides such authorization.
