Title of bill

An act to amend the workers' compensation law, in relation to providing for the implementation of domestic violence employee awareness and assistance policies by employers and providing a disability benefits insurance premium credit for the implementation thereof

Purpose or general idea of bill

To encourage employers to implement a voluntary domestic violence employee awareness and assistance policy in the workplace by providing employers a credit in their disability benefits premium.

Summary of specific provisions

Adds a new section 210-a to the Workers' Compensation Law to provide employers who implement a domestic violence employee awareness and assistance policy that has been 1) established by the Office for the Prevention of Domestic Violence; 2) recommended by a domestic violence workplace policy specialist (as certified pursuant to this measure); and 3) has been certified by the Domestic Violence Workplace Policy Panel established pursuant to this measure.

Justification

Domestic Violence is a widespread societal problem with consequences reaching beyond the realm of family. More than 20,000 incidents of domestic violence occur within the workplace each year. One-sixth of all workplace homicides of women are committed by a spouse, ex-spouse, boyfriend or ex-boyfriend. The costs of such domestic violence in the workplace are immense and far-reaching and affect both the employee and the employer. Such costs include both the tragic loss and injury to the human lives such violence affects, and in the loss of employee productivity, increased health care costs, increased absenteeism, and increased employee turnover.
