Title of bill
An act to create the Orangetown public library district and to repeal chapter 349 of the laws of 1973, relating to creating a library district in the town of Orangetown in the county of Rockland
Purpose
To create the Orangetown public library district and to repeal chapter 349 of the laws of 1973, relating to creating a library district in the town of Orangetown in the County of Rockland.
Summary of provisions
Sections 1-6: Creates the Orangetown public library district and to repeal chapter 349 of the laws of 1973, relating to creating a library district in the town of Orange town in the County of Rockland.
Section 7: Effective date
Justification
The Town of Orange town has determined that the existing law pertaining to the Orangetown Library District provides too little flexibility with respect to various library budgets for library districts within the Town of Orangetown. Accordingly, as the existing law provides that appropriations for each calendar year be equal for all said library districts, the library budget process is constrained in that the Town of Orangetown is not permitted by law to address the specific appropriations of its libraries on an individual basis. This proposed law, therefore, remedies this problem by mandating that the Orange town Town Board examine and adopt appropriations for each affected library on an individual needs basis.
