Title of bill

An act to amend the tax law and the state finance law, in relation to providing for taxpayer gifts for military families and establishing the military relief fund

Purpose or general idea of bill

Establishes the military family relief fund and provides taxpayers a method by which they may contribute to the fund.

Summary of specific provisions

The tax is amended by adding a new section 209-F which would allow for a space on the corporate income tax return to enable a taxpayer to make a contribution to military families.

Part 2 of article 22 of the tax law is amended by adding a new section 630-b which would allow for a space on the personal income tax return to enable a taxpayer to make a contribution to military families.

All contributions, both corporate and personal, would be credited to the military family relief fund and used to aid military families with housing, food, clothing, and Medicaid expenses.

The criteria for eligibility will be determined by the Commissioner of Taxation and Finance.

The state finance law is also amended by adding a new section 89- f which would establish the "Military family relief fund", in the joint custody of the commissioner of taxation and finance and the state comptroller.

Justification

Military personnel work every day risking their lives to serve us and to ensure that we maintain the high standard of living and freedoms that we as Americans have become accustomed to.

It is our obligation to give back to our troops and their families.

As one of the wealthiest nations in the world, it is inconceivable that some of our troops families are enduring severe financial hardships.

The creation of the "Military family relief fund" would allow citizens to serve our military families by providing financial assistance to the families of soldiers who are suffering economically as a result of line- of-duty related injury or illness.

Those military families that met certain criteria would be provided with clothing, housing, food, medical expenses, utilities and any other related necessities.
