BILL NUMBER:S5414A
Title of bill
An act to amend the agriculture and markets law, in relation to agricultural protection state assistance payments
Purpose or general idea of bill
To encourage more participation in the State's agricultural and farmland protection program by farmers, counties and municipalities, and not-for-profits by increasing the State share of the cost of implementing agricultural and farmland protection plans if the proposed match is a landowner contribution.
Summary of specific provisions
Amends subdivisions 1 and 2 of section 325 of the agriculture and markets law to increase the State assistant payments to 87.5 percent of the total eligible costs for such projects.
Justification
For qualified farms, the State provides assistance payments to help fund up to 75 percent of the cost of conservation easements purchased by counties, municipalities, and not for profit corporations, pursuant to a county, municipal, or not for profit farmland protection plan. By increasing the amount the State will contribute toward the cost of the acquisition of conservation easements from 75 to no more than 87.5 percent, only if the proposed match is a landowner contribution, the bill provides added financial incentive for farmers and local governments to participate in the program. Farmers that do participate in the state grant program are committed to protecting their land and the funds that they receive are essential to sustaining the farm business and providing security for their future.
