BILL NUMBER:S5439B
Title of bill
An act to amend the racing, pari-mutuel wagering and breeding law, in relation to the agriculture and New York state horse breeding development fund
Purpose or general idea of bill
To provide two additional members with experience in breeding standard bred horses on the Agriculture and New York State Horse Breeding Development Fund.
Summary of specific provisions
Section 330 of the Racing, Pari-Mutuel Wagering and Breeding Law is amended to provide for two additional members with experience or have been actively engaged in the breeding of standardbred horses on the Agriculture and New York State Horse Breeding Development Fund and shall have no voting privileges. Of the additional members, one appointed by the chairman of the New York state racing and wagering board and the other appointed by the commissioner of agriculture and markets and shall serve terms of no more than three years.
Justification
This bill expands the New York State Horse Breeding Development Fund by adding two members that have experience or have been actively engaged in the breeding of the standardbred industry. To date, there is no such representation. This bill seeks to gain the same input from the harness breeders on decisions that impact their industry that the Thoroughbred Development Fund enjoys from their statutorily required for thoroughbred breeders on their Fund Board.
The harness racing and standardbred breeding industry is a leader in the nation and has grown significantly with the advent of VLT's on racetracks in New York State. Standardbred breeder representation and input on the Agriculture and New York State Horse Breeding Development Fund is critical as the Fund Board of Directors makes significant decisions regarding the future of the standardbred breeding and racing industry in New York.
