Title of bill

An act to amend the state finance law, in relation to state contracts for interior design services

Purpose or general idea of bill

To ensure that interior design services procured by state and local government agencies shall be provided by interior designers who are certified pursuant to Article 161 of the Education Law.

Justification

The profession of interior design is regulated pursuant to Article 161 of the Education Law, which sets forth requirements for education, experience and examination of persons seeking to use the title "certified interior designer." Article 161 was enacted to protect the health and safety of the public, who can be injured in a fire or other emergency condition when such services are not provided by capable and trained professionals. This bill would extend these protections to government buildings, by requiring that state and local government agencies may contract for interior design services only with interior designers who are certified pursuant to Article 161. The bill extends current requirements for the procurement of architectural and engineering services to also include interior design services.

Fiscal implications

None.
