An act to amend the county law, in relation to establishing a wireless surcharge for Albany county

Purpose or general idea of bill

To authorize the county of Albany to increase the enhanced 911 emergency telephone system surcharge to 30 cents.

Summary of specific provisions

Section 1 adds a new section 308-w to the county law which authorizes Albany County to adopt a local law to impose a surcharge in an amount not to exceed 30 cents per month on wireless communications service in Albany County. Each wireless communications service supplier serving the county shall act as a collection agent for the county and shall remit the funds collected to the chief fiscal officer of the county. All surcharge monies remitted to Albany County shall be used only for eligible wireless 911 service costs, which are defined as costs eligible for reimbursement and shall include the actual costs incurred by the locality related to the design, installation or maintenance of a system to provide enhanced wireless 911 service, including, but not limited to, hardware, software, consultants, financing and other acquisition costs.

Section 2 contains the effective date.

Justification

This legislation will assist Albany County in paying for costs associated with providing wireless 911 emergency services within its boundaries. This bill has been introduced at the request of the Albany County Legislature.
