Title of bill
An act to amend the social services law and the correction law, in relation to temporary emergency housing for sex offenders
Purpose
To insure that local law enforcement agencies of Suffolk County are notified of the names and addresses of sex offenders who are placed in temporary emergency housing by County Departments of Social Services.
Summary of provisions
Adds a new subdivision 6 of section 136 of the Social Services Law subdivision 7 of section 168-f of the Correction Law which will require Social Services departments to notify local law enforcement agencies, of Suffolk County, within 24 hours of placing a sexual offender in temporary emergency housing in that community.
Existing law
Section 168-f of the Correction Law requires that sexual offenders register with local law enforcement agencies throughout Suffolk County or the division within 10 days of moving. County Departments of Social Services temporarily house homeless people at different locations and in some cases in mobile units that are moved from community to community. It is claimed that confidentiality imposed by section 131 of the Social Services Law restricts a social services agency from divulging that a sexual offender is being housed in such a unit.
Justification
When the County Departments of Social Services house sexual offenders temporary emergency housing, often at various locations, local law enforcement authorities should be made aware of the names and whereabouts of those offenders. This bill requires Social Services to provide that information within twenty-four hours of a placement.
