Title of bill
An act to amend the agriculture and markets law, in relation to dog license fees
Purpose or general idea of bill
The purpose of this bill is to simplify the procedures for the remittance and distribution of dog license fees collected from licensing agents.
Summary of specific provisions
Section 1 - - Amends Section 111 of the Agriculture and Markets Law to require licensing agents to remit to the Commissioner 47 percent of all license fees collected.
Section 2 - - Amends Section 111 of the Agriculture and Markets Law to require the Commissioner to remit to a county financial officer 64 percent of the dog license fees received by the Commissioner from the licensing agents located in such county accompanied by a report relating thereof.
Section 3 and 4 - - Amends Section 111 of the Agriculture and Markets Law to conform these provisions to the amendments made by Sections 1 and 2 of the bill.
Section 5 - - Provides that this bill shall take effect 180 days after enactment, except that upon enactment, the Department of Agriculture and Markets is authorized to promulgate, amend or repeal any rule or regulation which it deems necessary or appropriate to implement this act.
Justification
Currently, each municipality is required to remit 47 percent of dog license fees collected to the appropriate county financial officer, and that each such officer remit 36 percent of such fees received to the State. Amending the statute to require licensing agents to send dog license fee proceeds directly to the Commissioner, who in turn will distribute the appropriate share of the proceeds to county financial officers for apportionment among local governments, will result in a reduction in workload and expense for counties.
