Title of bill

An act creating an economic development benefit task force; and providing for the repeal of such provisions upon expiration thereof

Purpose

The purpose of this bill is to create a working task force comprised of both government and private sector businesses and organizations to recommend alternative economic development programs and policies to replace the current Empire Zones program.

Summary of provisions

Section one of the bill establishes the legislative intent of the bill and the purpose for the task force. The issues that the task force are expected to review while recommending new programs are itemized in this section.

Section two of the bill establishes the 29 member task force and how it is comprised. This section also establishes the timeframe under which the task force is expected to work within and the dates that meeting and reports must be issued.

Existing law

No existing laws address this issue.

Justification

The Empire Zones program is set to expire on June 30, 2010. With this program being New York State's most significant economic development program there can be no point in time when the State is without a program. This bill will establish a task force comprised of all stakeholders in order to recommend a new program that will take New York State in to the future economy.

There have been mixed reviews of the Empire Zone program and the creation of the task force will allow those on the frontlines of economic development, in our State, to assist in the development of a new program that works for all.

Aggressive timeframes have been established to ensure that the recommendations of the task force are available for next year's budget negotiations.
