Title of bill

An act to amend the public authorities law, in relation to a regional bus system for the metropolitan transportation authority district

Purpose

This legislation will create a regional bus system within the transportation district.

Summary of provisions

Section one amends the Public Authorities Law by adding a new section 1279-d to authorize the Metropolitan Transportation (MTA) to create and maintain a regional bus authority and to purchase bus systems located within the transportation district.

Section two authorizes the MTA to consider purchasing any such bus system upon a resolution adopted by the legislative body of any municipality located in the transportation district.

Section three states that upon purchase of such a bus system, all state and federal subsidies which were previously used by the municipal entity shall become the property of the MTA.

Justification

The recently enacted funding plan for the Metropolitan Transportation Authority necessitates contributions from taxpayers within the MTA transportation district. This legislation will provide a mechanism to improve transportation options, cut air pollution and reduce property taxes.

This legislation will authorize the MTA to purchase bus systems in the transportation district for the creation of a regional bus system. This system will allow the affected counties to enjoy service from the MTA.
