Title of bill
An act to amend the vehicle and traffic law, in relation to the issuance, form and expiration of licenses and identification cards for persons less than twenty-one years of age
Purpose
This legislation creates a vertical form of a license or identification card for persons under age 21.
Summary of provisions
Subdivision 1 of section 504 of the vehicle and traffic law is amended by adding a new paragraph (c) to provide a vertical form of a license or identification card for persons under age 21.
It also includes the date on which the individual turns 21. Upon turning 21, the license of ID card would expire and new license would be issued in horizontal form.
Justification
Employing the use of differently-shaped driver's licenses for those both under and over the age of 21 would make it easier to quickly establish a person's legal age. It would provide a design that gives residents, law enforcement, retailers and bankers a cutting edge age verification and licensing system.
The legislation would also be an effective tool in combating the sale of alcohol and tobacco to minors.
