Companion bill
The same bill in the other chamber. A bill becomes law when one version passes both houses and the governor signs it, so either number can carry it.

Title of bill
An act in relation to authorizing the town of Malta, county of Saratoga to discontinue the use of certain lands as parklands and to sell and convey such lands, which are no longer needed for park purposes
Purpose or general idea of bill
Allows the Town of Malta to discontinue and sell at fair market value municipally owned parklands which are no longer needed for park purposes.
Summary of specific provisions
Section 1 authorizes the Town of Malta, located in the County of Saratoga, acting by and through its own town board, to discontinue the use of municipally owned parkland described in Section 3 including the "Wiggins-Collamer House" residence, which are no longer needed for park purposes, and to sell and convey them at fair market value.
Section 2 provides that Section 1 may only be authorized under the condition that the Town of Malta dedicate an equal to or greater than fair market value of the property being alienated by this act for the acquisition of additional parklands and/or for capital improvements to existing park and recreational facilities.
Section 3 describes the parcels of land which are authorized by this act to be discontinued.
Section 4 requires the Town of Malta to be in full compliance with any federal or state requirements pertaining to the alienation or conversion of parklands, including satisfying the Secretary of the Interior that such conversion complies with conditions that would allow for the substitution of other lands that hold an equivalent fair market value.
Section 5 requires the Town of Malta to dedicate the difference of fair market value and/or usefulness of the lands to be alienated in the event that the lands dedicated are not of equal or greater fair market value to the parklands that are to be discontinued by this act.
Section 6 is the effective date.
Justification
The "Wiggins-Collamer House," located in the Town of Malta, is currently maintained by the municipality at a heavy cost. This financial burden could be eased if Malta were able to sell the property off at fair market value; however, such an action would require authorization at the State level due to the property's location on a parcel of parkland.

None.
