Title of bill
An act to amend the general business law, in relation to authorizing and directing the secretary of state to promulgate rules and regulations relating to air quality standards in regards to the practice of nail specialty
Purpose
To authorize and direct the secretary of state to promulgate regulations regarding air quality in nail specialty salons.
Summary of provisions
Section 404 of the general business law is amended to direct the secretary of state to issue rules and regulations for nail speciality salons regarding appropriate ventilation, air purification systems, by any other air quality improvement means deemed appropriate, or any combination thereof.
Justification
Over the past few decades, New York State has witnessed a proliferation of salons specializing in nail care and nail enhancement. These businesses regularly perform nail treatments involving the use of chemicals. As a result, a serious health threat and nuisance is posed to salon employees and clients, as well as innocent passers-by who breathe in these toxic chemicals.
This bill will protect the health of nail salon employees and patrons and preserve the quality of our air by ensuring that nail salons are equipped with either adequate ventilation, an air purification system, other air quality improvement means, or any combination thereof, in order to eliminate noxious or objectionable airborne chemicals.
