Title of bill

An act to amend the executive law, in relation to the regulation of security services on the waters of New York state

Purpose

This legislation would regulate security services on the waters of New York State by the Office of Homeland Security.

Summary of provisions

The executive law is amended by adding a new section 716 to require the New York State Office of Homeland Security to regulate private security services seeking to operate on the waters of New York State.

Justification

In this time of rising terrorist threats and a growing desire for private companies to protect their assets against a potential strike, companies are adding increased levels of security.

As this trend continues, New York State has a responsibility to ensure the validity of private security companies operating in our State. Currently, the State has developed standards for private security companies and its employees, but these standards do not apply to companies operating on the waters of New York State. This legislation would eliminate this omission.
