Title of bill
An act in relation to paying aid and incentives to the city of Rochester on or before June thirtieth in the fiscal year such aid is provided
Purpose
To provide the City of Rochester with $10 million in spin-up.
Summary of provisions
Sections 1 authorizes the payment of $10 million in aid and incentives for municipalities funding, due and payable to the City of Syracuse before March 31, to be paid on or before June 30 in the same fiscal year upon written request by the mayor of the City.
Justification
This bill, introduced at the request of the City of Rochester, would provide the City with $10 million in spin-up of funding. This bill will not increase the amount of aid and incentives for municipalities (AIM) funding provided to the City of Syracuse. It merely accelerates the schedule of payments so that the City can better meet its fiscal requirements by synchronizing its budgetary needs with its state funding.
