Title of bill
An act to amend the education law, in relation to establishing an arts advisory committee for the New York city public school district
Purpose
To establish an Arts Advisory Committee in the City of New York, to advise the members of the board on matters relating to arts in education.
Summary of provisions
This bill amends section 2590-b of the education law to establish an arts advisory committee, to advise the board on matters related to art in the schools. This committee will be empowered to:
* Advise the board on educational and instructional policies regarding arts education; * Report annually of the effectiveness of the district in providing arts education; * Make recommendations regarding improvements in the efficiency and delivery of arts education; and * Hold public meetings regarding arts education.
Existing law
Part 100 of the regulations of the Education Department require that students receive arts education on an ongoing basis.
Justification
The regulations of the State Education Department require that students in New York State receive arts education at the elementary and secondary level. However, it is unclear if all students in the City of New York are being provided with equitable access to the arts education to which they are entitled.
The creation of this committee will provide a valuable tool with which to review and improve access to and the delivery of arts education in the New York City Schools. In addition, the creation of this committee will give parents a direct conduit with which to provide input on the arts education made available to their children, through public forums.
