Title of bill
An act to amend the public authorities law, in relation to removing the debt ceiling cap
Purpose
To remove the debt ceiling cap for the Islip Resource Recovery Agency.
Summary of provisions
Section 1: Subdivision 1 of section 2446-g of the public authorities law is amended to remove the $50 million debt ceiling cap enforced on the Islip Resource Recovery Agency. Section 2 is the effective date.
Justification
This legislation which is at the request of the Town of Islip Supervisor would remove the $50 million debt ceiling cap placed on the Islip Resource Recovery Agency. Currently the Town if Islip is the only Resource Recovery Agency that is saddled with an enforced debt ceiling.
The Islip Resource Recovery Agency was created to ease the construction of innovate waste management facilities by not increasing the town's debt liability. The Town of Islip has been and continues to be a leader in developing cutting edge waste management facilities. This legislation is necessary to ensure that the Islip Resource Recovery Agency not be the only Resource Recovery Agency with a debt cap ceiling.
This legislation is further necessary as the Town of Islip wishes to expand their Municipal Solid Waste combustor and a $50 million debt ceiling is prohibitive. Expanding this facility will be positive for the environment, but all the residents of Islip, as well as neighboring municipalities. This expansion will allow more waste to be processed and will generate clean energy while reducing the amount of waste hauling trips to landfills. Without this legislation the Town of Islip will be unable to undertake this project.
