Sponsor's memo

Title of bill

An act to amend the environmental conservation law, in relation to granting nonresidents who are former residents of this state resident status for the purposes of hunting and fishing licenses

Purpose

To grant resident status for fishing and hunting licenses to nonresidents who are former residents of the state.

Summary of provisions

Section one amends paragraph c of subdivision 4 of section 11-0703 of the environmental conservation law, as amended by section 21 of part F of Chapter 82 of the laws of 2002 to allow former residents of New York State, who were resident for five years or more, to pay the same license fees and current residents.

Justification

Former New York residents who fished and hunted in New York State are now finding that they have to pay more for these licenses now that they are no longer residents of New York. Although they no longer live in New York, they should have the right to enjoy the great outdoors of our state at the same rate as other New Yorkers. While people are looking for less costly activities during these tough economic times, it is our great states obligation to grant this reduction to former New Yorkers who have made our state a better place to live.
