Title of bill
An act to amend the education law, in relation to providing for the establishment and funding of service centers for independent living in the county of Franklin and other municipalities in the Tri-Lakes region
Purpose
To provide state funding for the Tri-Lakes Center for Independent Living so that the center may expand services to people with disabilities.
Summary of provisions
Section one - subdivision 4 of section 1124 of the education law, as amended by section 28 of part B of chapter 57 of the laws of 2008 to add the county of Franklin and other municipalities in the Tri-Lakes region.
Section two - contains the effective date.
Existing law
Current law provides funding for 39 of the 41 independent living centers in New York.
Justification
In 2002, the North Country Center for Independence and the Massena Independent Living Center were awarded a federal grant to establish a Center for Independent Living to serve people with disabilities and the Tri Lakes region at large. The Tri Lakes Center for Independent Living operated as a satellite office of the North Country Center for Independence until it was incorporated as a 501(c) (3) organization and approved by the U.S. Department of Education to become a free-standing Center for Independent Living in March 2007.
The center is located in Saranac Lake which is easily accessible for consumers and has provided a great deal of assistance to the residents of the Tri Lakes region. As such, it is in need of expanding their services to address the needs of the consumers and state funding will make this a reality.
