Title of bill
An act to amend the alcoholic beverage control law and the state finance law, in relation to establishing the alcoholic beverage control enforcement fund
Purpose
The purpose of this bill is to establish the Alcoholic Beverage Control Enforcement Fund to provide moneys to the state liquor authority to perform its duties.
Summary of provisions
Section 1. States that one-half of all moneys derived from the taxes on liquor, wine and beer are to be turned over to the state comptroller and credited to the Alcoholic Beverage Control Enforcement Fund.
Section 2. Establishes and defines the Alcoholic Beverage Control Enforcement Fund.
Section 3. Effective date.
Justification
It is well known and documented that the State Liquor Authority has been underfunded and understaffed for quite some time. Creating the Alcoholic Beverage Control Enforcement Fund and mandating that one-half of all moneys received for license fees be placed into put into it would provide the SLA with sufficient funds to properly implement and enforce provisions of the alcoholic beverage control law. These funds could be used by the SLA to hire additional staff to help speed up the licensing process, thus sparking economic activity across the state, as well as combat underage drinking.
