Title of bill

An act to amend the education law, in relation to including dentists in the regents physician loan forgiveness program

Purpose

To add dentists to the regents loan forgiveness program.

Summary of provisions

Section one of the bill amends subdivision 9 of section 605 of the Education Law to add dentists to the regents loan forgiveness program outlined in that section for physicians.

Section two amends section 677 of the education law to add dentists to the existing law concerning the regents loan forgiveness program. This section currently covers only physicians.

Section three establishes the effective date for the legislation.

Existing law

The regents loan forgiveness program already exists in the law for physicians. This bill would simply extend the program to include dentists.

Justification

Shortages of oral health professionals in underserved areas of our state is a critical need that must be addressed. The shortage of medical professionals has been tackled by offering a loan forgiveness program for physicians who agree to serve in designated medically underserved areas. This bill would expand that program to dentists who agree to serve in designated dental shortage areas.

Such a program would help to attract dentists to areas within the state where they are most needed, and have a positive impact on the health of the residents of such areas. Dentists are currently eligible for regents scholarships if they agree to practice in underserved areas. With the large increase in dental school costs the bill would be attractive to many prospective dental professionals.

Fiscal implications

Minimal. It would apply only to those dentists who meet the criteria specified in the bill, including the agreement to serve in a designated dental shortage area within the state, thus providing a much needed health service to those communities.

Local fiscal implications

None.

Effective date

This act shall take effect on the first of July next succeeding the date on which it shall have become a law, provided that the amendments to subdivision 9 of section 605 of the education law, made by section one of this act, and to section 677 of the education law, by section two of this act shall not affect the termination of such provisions of the education law pursuant to section 17 of chapter 31 of the laws of 1995, as amended, and shall terminate therewith.
