Title of bill
An act granting retroactive tier I membership in the New York state and local employees' retirement system to Christina M. Haggerty
Purpose
To allow Christina M. Haggerty to be reclassified as a Tier I member of the New York State and Local Employees' Retirement System.
Summary of provisions
Section 1 permits Christina M. Haggerty membership under Tier I of the New York State and Local Employees' Retirement System based on her employment which began in July, 1972 with the Town of Hamburg.
Section 2 states that all costs associated with the enactment of this legislation shall be assumed by the State of New York.
Justification
For reasons not ascribable to her own negligence, Ms. Haggerty was not offered membership in the New York State and Local Employees' Retirement System upon her initial employment in 1972. This bill would allow Ms. Haggerty, upon written request with the State Comptroller, to be reclassified as a Tier I member.
Legislative history
New Bill - 2009.
Fiscal implications
In addition to the annual contributions, there will be an immediate past service cost of approximately $74,100 which would be shared by the State of New York and all the participating employers in the New York State and Local Employees' Retirement System.
Local fiscal implications
If this bill is enacted, it is anticipated there will be an increase of approximately $2,100 in the annual contributions of the Niagara Frontier Transportation Authority for the fiscal year ending March 31, 2011.
Effective date
This act shall take effect immediately.
