Title of bill

An act to amend the vehicle and traffic law, in relation to the age of driver's license photographs contained on renewal licenses

Purpose

Provides that a photo image of a licensee contained on a renewal license for such licensee shall have been on file with the Department of Motor Vehicles for no more than one year prior to the date on which such license is renewed. This provision applies to all licensees that are under the age of 62.

Summary of provisions

Section 1: Amends Vehicle and Traffic Law section 504( 1 )(b) to require that photos on licenses must be no older than one year old Since motor vehicle license cards are renewed every eight years, this alteration in the law would mean that photos on automobile licenses could be no more than eight years old. This provision would not apply to persons who are over 62 years of age.

Existing law

There is no provision in the law currently on the age of a photo on an automobile license.

Justification

Driver's licenses are now the nation's primary form of accepted identification, yet may of the photo images being used on licenses are out-of-date, and may only minimally resemble the card holder, Requiring an up-to-date photo on each NYS driver's license is one of the many simple measures that can be taken to make sure that a driver's license remains an accurate and indisputable form of identification in this time of heightened security when traveling either within the country or to out-of-country destinations.
