BILL NUMBER:S6781A
Title of bill
An act to amend the racing, pari-mutuel wagering and breeding law, in relation to certain payments to the horsemen's organization
Purpose
Allows the thoroughbred horsemen's organization at Aqueduct, Belmont and Saratoga (NYTHA) to use horsemen's purse funds to support much needed additional medical and mental health services such as drug and alcohol counseling to backstretch employees.
Summary of provisions
This bill extends, the expiration date to 2011 for the contribution of an additional 1.096- of purse money; adds the intention to have the horsemen's organization increase its support for the provision of medical, mental health and other essential services to backstretch employees.
Existing law
This legislation would extend to August 31, 2010.
Justification
In the past, the additional purse funds received by NYTHA have provided for testing for steroids in racehorses, a national industry priority. This funding allowed the veterinary college at Cornell University to purchase equipment suitable for detecting steroids. That program has since been transferred to Morrisville College and, this bill would allow for continued support for that program as well as provide a substantial new funding source for health and dental benefits for backstretch workers.
Legislative history
Bills support both programs, became law in 2007, 2008 and 2009.
Fiscal implications
None.
Effective date
This bill shall take effect immediately.
