Statement in support

By enacting a "Green Jobs-Green New York" program in 2009, the State authorized the performance of energy-efficient retrofits to residential and small commercial property owners, with an ultimate goal of improving large numbers of units over the next five years, and demonstrating the effectiveness of innovative financing mechanisms in reaching this goal.

Installation of energy efficiency improvements to reduce the loss or waste of energy is a proven method of reducing carbon emissions, and of lowering energy costs for households. Further, weatherization gives rise to large numbers of jobs and can serve as a gateway for green collar career paths.

The Green Jobs-Green New York program will create green collar jobs and career paths in New York. It will also help the State to reduce its dependence on fossil fuels, lead to lower housing costs, and support community development. In order to attract the broadest possible variety of financing, and private sector involvement, the authorization of on-bill financing is a necessary piece of this program. This legislation provides for authorization of on-bill financing, sets parameters within which it will function.
