Title of bill

An act to amend the education law, in relation to persons teaching music education

Purpose

The purpose of this bill is to require mandatory certification of all teachers of music education in all elementary and secondary schools.

Summary of provisions

Adds a new section, 3001-e to the education law to require all teachers of music education in all elementary and secondary schools to be certified to teach music pursuant to regulations promulgated by the commissioner of education. All current uncertified teachers of music education employed on the effective date of this section will be considered certified by reason of longevity until their retirement.

Justification

The Commissioner of Education has recommended music to be taught in Elementary, Middle, and High School. The students of New York State have been the feeder system for major orchestras in the Nation after attending Music Schools, Colleges, and Universities. This comes after the culmination of music education beginning in elementary school and ending at the university level. In this era of total accountability, music teachers should now be required to be certified with the goal of getting the best education possible to be able to teach this important subject.
