Title of bill

An act to amend the agriculture and markets law, in relation to the line of demarcation of milk tenure

Purpose or general idea of bill

To clarify the point at which milk ownership changes hands from producer to processor.

Summary of specific provisions

The agriculture and markets law is amended by adding a new section subdivision 5 to section 257-a.

Justification

Dairy farming is a unique business in which the transfer of ownership of the raw product from the cow to the facility where it is turned into finished products has been historically unclear. This legislation will ensure that all parties involved are aware of where ownership changes hands between milk producer and milk processor.
