BILL NUMBER:S6926A
Title of bill
An act to authorize the county of Chemung to offer an optional twenty-five year retirement plan to certain deputy sheriffs
Purpose
To allow certain deputy sheriffs of the county of Chemung to join the special retirement plan for sheriffs, undersheriffs, and deputy sheriffs.
Summary of provisions
Section 1 of the bill authorizes the county of Chemung as a participating employer in the New York State and local employees' retirement system, pursuant to section 551 of the retirement and social security law, to offer a special retirement plan for sheriffs, undersheriffs, and deputy sheriffs engaged in law enforcement activities. Specifically, participation in such a retirement plan would be made available to Michael Skrosknik, E. Scott Smith, Joseph Dieterle, Richard Mathews, Kasey Slater, Ryan Wheeler, James Ritter, and John M. Allen; deputy sheriffs employed by the county of Chemung.
Section 2 of the bill provides that all employer costs associated with implementing the provisions of this act shall be borne by the county of Chemung.
Section 3 of the bill provides for an immediate effective date.
Justification
This legislation comes at the request of the County of Chemung. Inadvertently, Deputy Sheriffs Michael Skrosknik, E. Scott Smith, Joseph Dieterle, Richard Mathews, Kasey Slater, Ryan Wheeler, James Ritter, and John M. Allen were not enrolled in the New York State Retirement Article 14-B section 551 plan for sheriffs, undersheriffs, and deputy sheriffs. To rectify this matter, the County of Chemung wishes to place the eight deputy sheriffs in the correct retirement system. All expenses for this adjustment will be incurred by the County of Chemung at the cost of an approximately $3,900 increase in annual contributions and an immediate past service cost of approximately $2,500.
