Title of bill
CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY proposing an amendment to section 1 of article 14 of the constitution, in relation to the management and use of the lands of the state forest preserve
Purpose
To allow the state acting by and through the department of environmental conservation of such successor department or agency the cutting, sale of and contract for the sale and removal of timber on state lands.
Summary of provisions
Section 1- Amends section 1 of Article 14 of the state constitution to allow for the cutting, sale of and contracting for the sale and removal of timber on state lands.
Justification
In 1885 when the Adirondack forest preserve was created by the State the intent was to restore the forest that had been recklessly clear-cut causing detrimental effects to major waterways in NY including the Hudson River and the Erie Canal. By allowing the state to sell and/or contract to sell timber removed from the preserve will not only help with forest management but also create a source of revenue for the state that could help fund the management of such lands.
