Title of bill
An act to amend the administrative code of the city of New York, in relation to the towing of vehicles for unpaid fines
Summary of specific provisions
The administrative code of the city of New York is amended by adding a new section 19-213. This new section would prohibit the city of New York from towing a vehicle for unpaid parking fines which amount to $500 or less.
Justification
Currently, the city of New York tows the vehicles of individuals who owe more than $350 in unpaid parking fines. Since the fines for minor parking infractions are so high, it is easy to reach that threshold. Frequently, individuals have to wait until they receive their next paycheck to pay the fines. In the meantime, the city tows their vehicle and they are faced with even higher fines. In addition, the Parking Violations Bureau is notorious for keeping poor records. There have been numerous cases of individuals paying parking fines, only to have their cars towed because PVB made a record keeping error.
This bill would prevent the towing of vehicles of those who have accumulated minor fines as a. result of parking violations. The vehicles of the scofflaws who accumulate thousands of dollars in fines would still be subject to towing, therefore giving the city recourse to collect the unpaid fines.
