Title of bill

An act in relation to creating a sustainable energy loan program in the county of Nassau

Purpose

This legislation is intended to reduce energy costs and greenhouse gas emissions as well as make energy efficiency and renewable energy improvements more affordable to homeowners and businesses within Nassau County. Accordingly, it authorizes Nassau County to offer sustainable energy loans to help homeowners and businesses within the county finance the installation of distributed generation renewable energy sources and/or energy efficiency improvements.

Summary of provisions

Section 1: Legislative intent

Section 2:

* Provides definitions of "distributed generation," "renewable energy source" and "energy efficiency improvement".

* Authorizes the County of Nassau to offer, in its discretion, sustainable energy loans to help its homeowners and businesses finance the installation of distributed generation renewable energy sources and/or energy efficiency improvements.

* Authorizes the town to use monies made available for the program from federal grants to implement the sustainable energy loan program. The loans issued by the town under this program will be repaid by the borrower through an assessment levied by the town on the real property where the sustainable energy loan was applied. The total amount of each such loan provided by the town cannot exceed the actual cost of the equipment and the materials necessary for the installation of distributed generation renewable energy sources or the energy efficiency improvements.

* Provides further that the County of Nassau declares that this legislation is necessary for the immediate protection of the public interest and for the implementation of the energy efficiency and greenhouse gas reduction plans of the town and the state of New York.

Section 3: Effective date

Justification

To address the issue of global climate change, greenhouse gas emissions and in an effort to meet statewide energy efficiency goals the County of Nassau has embarked on an effort to reduce energy demand from existing municipal buildings. This legislation will expand this effort to residents and businesses throughout the county enhancing accessibility to energy resources, decreasing the use and reliance on nonrenewable technologies and help protect our environment by promoting energy efficient improvements. The energy loan program would provide a financing option for homeowners and commercial properties for sometimes costly environmentally friendly improvements providing an additional incentive to invest in such improvements.
