Title of bill
An act to amend the environmental conservation law, in relation to authorizing mentally retarded and developmentally disabled residents of a not-for-profit facility to fish without a license
Purpose
To allow disabled citizens who are residents of a non-for-profit facility to fish without having to pay for a fishing license.
Summary of provisions
Section 1: Amends Section Environmental Conservation law Section 11-0707. This legislation permits disabled residents of non-for-profit facilities to fish without having to pay for a fishing license.
Justification
New York State is home to more than 7,500 lakes and ponds, 50,000 miles of rivers and streams, and hundreds of miles of coastline, creating one of the nation's best areas to go fishing. FLW Outdoors has rated New York State number one for bass fishing by having three of the top five bass fishing lakes in the country located within its borders. Fishing is an enjoyable activity for everyone within the State of New York. People with disabilities do not always take advantage of this wonderful activity due to numerous reasons. By waiving the fishing license fee for people with disabilities, the State will be encouraging these citizens to discover one of New York's pleasurable natural hobbies.
Due to having low fixed incomes, individuals with disabilities sometimes struggle to afford fishing licenses. At times, the only possible way these citizens can manage to purchase a license is by eliminating essential items from their routine. Fishing can not only be a fun activity for people with disabilities but also therapeutic for themselves and families. This legislation will provided an inexpensive and easily obtained license for people living with disabilities to help allow them become active and involved in their community.
