Title of bill
An act to amend the education law, in relation to requiring school districts to provide copies of the proposed school budget upon request of school district residents
Purpose
This bill would provide school district residents additional time to review school budgets prior to voting on them by requiring school districts to provide these documents 3D days in advance of the vote upon request.
Summary of provisions
The Education Law is amended by adding a new section 1501-d.
Justification
Over time school district budgets have become more complex. Simultaneously resources have become more scarce which, over the last few years, has resulted in many districts including a property tax increase within their budget plan. Local residents who have the ability to vote on these budgets have, in turn, become increasingly interested in these proposals. As a result, individuals have indicated that, upon requesting a copy of the proposed budget they are typically given approximately one week to review it and feel it to be an insufficient period of time in which to do so. Accordingly, this bill seeks to remedy this situation by establishing a 3D-day requirement for dissemination of the proposed budget to a school district resident upon his or her request so that voters can better understand the appropriations they are considering during the school budget vote process.
